The Ministry of Planning, Development, and International Cooperation was established under the decree date 9/2023, Council of Ministers and Parliament legal act Number 1/2023. The Ministry was established to set regional administration's Planning, Development, and international cooperation to achieve a stable peace and development that mitigates unemployment, extreme poverty, and environmental degradation in Somalia, particularly Northeastern State.
The Ministry of Planning, Development, and International Cooperation envisions a stable and prosperous society that effectively utilizes its natural resources for resilient economic development and fosters strong international cooperation for development.
The ministry's mission is to guide the strategic development, planning, and support of good governance to alleviate poverty, unemployment, and economic dysfunction in Northeastern, Somalia, through reliable social and economic statistical records.
The Ministry's mandate is to establish strategic developmental goals for the administration through effective coordination, planning, monitoring, and evaluation of national and regional strategic plans. A key aspect of this mandate is to develop pro-poor growth strategies that guide economic development, promote good governance, foster peace through job creation, and ensure the provision of social services.
MOPDIC has been established to prioritize the strategic pillars of economic and social development, creating a stable environment conducive to investment, diaspora engagement, and international partnerships, including collaborations with non-governmental organizations and UN operations.
The Ministry is responsible for coordinating development strategies and fostering international partnerships. It consolidates annual plans and strategies from various ministries to achieve the short- and long-term vision goals of Northeastern State.
Furthermore, MOPIED creates programs to enhance the institutional capacities of ministries and local governments, ensuring alignment with national objectives. It mobilizes both domestic and external resources to support socio-economic development and investment initiatives.
